Scope and Contents note
The Oakland University Student Congress records consist of meeting agendas and minutes, committee reports and other materials presented to the Student Congress. The Administrative Files contain constitutions of the congress from the 1970s as well as budget materials. The next series are organized in rough chronological order by decade.

History
In 1959, a student government exploratory committee was formed to determine how the students at the new university would be organized. The committee surveyed 100 colleges for inspiration. At the end of the year the students ratified a charter creating a student body president, senate, and executive committee, and elections were held in fall 1960. William Louis Kath became the first student body president.
However, it proved difficult to maintain student representation consistently in the 1960s and student governments changed several times, from a Dormitory Council to an Inter Hall Council and Commuter Council. A Student-Faculty University Council (1962-1965) became a Student Activities Coordinating Council, appointed by the Chancellor (1966-1969).
After a Commission on Student Life presented a draft constitution in 1969, a new elected Student Congress was formed in 1970. In early 1971 a new Student Congress constitution was adopted by the University Senate and the Board of Trustees.
